I never did figure out what Van's plan meant when it said, "clamp a piece of scrap angle along the bottom edge of the side of the frame to make sure it is straight." But I did drill the holes thru the bottom flange and wedges. I started with #40 and then enlarged to #30.
I machine countersunk all the holes with flush heads on the outside and bottom per drawing.
