I drilled the holes in the lower angle and matched drilled them to the upper angle.
I bought some of the teflon tape called out in the plans and used it with the backing on as a spacer and bolted the upper and lower angles together with the latches.
Then I positioned this in the slot, clamped it and drilled the holes thru the angles using the skin as the template.
