I cut out the full scale template and punched out the holes with a hole puncher. After taping it to the side skin in its proper position I drilled the holes using the paper template for position. I used an awl to punch a small depression at the center of each hole and I used a new centering bit.
I forgot to mention I bought a couple #00 centering bits which do a create job of making a 1/8 hole right on the spot dented by an awl.
