After finally getting the forward covers all on and drilled I took them off, deburred and dimpled as appropriate. I've decided this forward cover has the plate cover and the pump cover as two major parts. I'll rivet together this pump cover assembly into one part that can be installed with screws.
Then I finished the bottom cover by making the hole for the fuel line to pass thru. I put four plate nuts on it to hold down the pump cover.
