I clamped and drilled. I'm using 4 3/32 flush rivets per side. I'm making sure the bottom is flat and level with airframe. It is about in the center between the baggage bulkhead and the next one aft. Pitot/static will run in the front and electricity will run up to the back.
The forward flap will eventually get drilled for pitot/static line bushings.
