So Vans said that the upper spar flange has the purpose of pulling the top skin tight and that my issue was being caused by the skin not being tight. They said I should bend the spar flange down towards the web. So I did and that fixed the issue. I used an awl to help pull the skin in alignment with the holes on the spar flange.
