So I used a #32 drill bit to drill out the shafts. The slightly smaller drill bit doesn't enlarge the hole and does a great job of removing the shafts. Then I put a clamp with padded feet on the hinge bracket and with just slight force the bracket moved outboard. Actually I think it moved on its own a bit. I pushed hard enough to get the hinge straight and there was slight spring back. But in the neutral position I looked in the rivet holes and saw the holes no longer lined up indicating the bracket and indeed tilted outboard to be more straight.
