Drawings say, drill the attach holes with #36 and tap with 6-32. So I did. Then I match drilled the gap covers to the fuselage using a tool made for that purpose. I match drilled with the rubber seal in place and using upward pressure to get a tight fit between the gap cover and bottom of the horizontal stabalizer.
