I added the platenuts to the lower cowl per plan. But I added an aluminum strip for strength. I did end up having to move the co-pilots side aft platenut forward 1/8 inch to ensure the screw never comes close to hitting the teeth in the starter gear. Looks like all these platenuts must be in the forward 2.5 inches. If the are farther aft the screw could hit the teeth.
