Finally, the bulkhead that would never be finished has been finished. It seems like it took forever to finish this bulkhead. Today I finished the riveting and completed the last two steps. I needed to drill the holes in the two attaching blocks that hold the flap mechanism followed by attaching the seat belt anchors.
