I struggled with the rudder last Saturday. The manual says it is a bear and it was right. I finally trimmed the shell and rudder leading skin bit by bit until I got it in place. It was a tedious trim and fit operation. I attached my rudder stop after I assured the rudder travel has adequate clearance between the shells. I started trimming the stop for the proper travel. I did have to relieved the vertical stab spar lower corners a bit to get the travel I needed. I stepped away from the rudder for a bit and cut out the sheer web for a later step.
