This worked out extremely well. Used a single length of 25mm timber and plenty of cloth tape to bind it firmly to the rudder, Used two vice grips to make the roll and then clecoed and pop riveted the seam. Had made the effort to also lightly crease the outer skin to make sure it all sat down nicely.
