I poured more lead in the elevators than I knew I would need planning to grind out the excess until the elevators were balanced. Well I poured way more than I needed. Another builder had determined that one pound of weight placed 7.5 inches aft of the hinge centerline would roughly simulate the weight of the fabric and paint. So I used a one litre plastic water bottle with 17 oz of water as my simulated fabric and paint. Then I drilled and ground away until I reached a balance point.
