The instrument panel needs something at the top for the bootcowl to attach to. I started with a 4' piece of 3/4" x 3/4" x 1/16" angle aluminum that I got from the aviation department of Home Depot. I cut notches every inch to make it possible to bend the angle to match the curvature of the instrument panel. Then I drilled and clecoed the angle to the instrument panel every three inches. Then the instrument panel was put back in the fuselage and the bootcowl was drilled and clecoed to the instrument panel.
