Brief Description: Dang bolt on flap ctrl brg won't budge

Had to remove the diagonal Z-angles to get the lower bolts out. These will be inserted from the rear at assembly. Bob Mahieu spent an hour or more trying to get this bolt to no avail. Removed the flap motor and limit switch but still can't get to the bolt. Tried removing bolts from torque tube, got one can't get the other. Going to cut access hole in bottom of fuselage.
