Checked the setup again. I am seeing 1.5 degree offset on the verticle plane of the pivot plates. It turns out the front fork clamp was out .018 which contributed to tthe variance. Changed it out for another clamp which only varied .001.
Once the setup was re-established the verticle variance was less that 1.5 degrees.
