Grind to line, cut spacer to length, bolt fork tubes together with spacer.
Setup to tack weld: Place 1" plate on riser blocks so you can clamp to the plate. C-clamp upper fork to vee blocks on 1" steel plate. C-clamp lower fork tubes to vee blocks.
Tack weld then remove c-clamps and weld all around.
