I used reamers .1875 and .25 to open the holes up in both the plate and the skin. Drilling wasn't making a nice round hole.
Cut the nut off of one of the nut plates and used it as a drill guide for the rivet locations. Dimpled the plate and riveted the nut plates using a long steel drift while I had the nut plate clamped in position.
