To level the rear of the stab you place a 3/16" drill bit under the rear spar. This will set the 0 deg incidence. Check it by measuring from the deck to the tooling holes in the inboard stabilizer ribs. I needed to move the drill bit to the Right side to get the holes at the same level all the way around. I didn't get a picture but I ran a string across the tooling holes on each side of the stabilizers and measured up to the string from the deck. This came out almost perfect once I had the 3/16 bit in the far Right location.
Moved the bit to the Right to get the clearance.
This gave me the correct hight all the way around the deck.
Measured and drilled through the F-711C and bolted.
