Drilled the shim/spar/rudder horn, drilled the aft holes in the rudder horn, clecoed and drilled the reinforcement plates (directions state to cleco and not drill but why else would you cleco the reinforcement plates), prep the counterbalance and tip ribs (flute flanges to develop aligned holes and seamed the flanges to ensure square ribs), clecoed and drilled the counterbalance/tip ribs to the main spar and clecoed the counterbalance skin to the counterblanace rib and tip rib. Also, I clecoed the rudder skin to the skeleton in preparation for final drilling the peremiter holes. I chose to final drill the skin prior to riveting the stiffeners. I talked to my technical advisor (my Dad) and he confirmed that there would not be any issues with changing the order. Thta being said, do not re-drill the stiffener holes or drill the holes for the fiberglass tip!
