Removed some additional rivets in the forward spar of horizontal stabilizer so as to pull skin away enought to have better access to make the cut on the spar web per plans. Made cut and smoothed out with dremel tool on all four cuts. Removed forward most web flange on the main rib and drilled attach holes per plans. Edged and deburred the stiffeners and clamped to the spar and started drilling the holes in spar and reinforcement angles. Got about half of the holes drilled and quit for the evening.
