While getting the right flap ready to reassemble and rivet, I happened to look at the spar web to rib flange rivet holes that have to be blind riveted, and thought "I don't remember doing the blind rivets on the left flap, which I just claimed to have finished. So I checked, and sure enough the empty rivet holes were right there for God and everyone else to see.
The top skin curls down over the front of the spar, and it is impossible to get the blind rivet tool over the rivet without bending the skin too far. Checked the directions, and sure enough it called for the ribs to be riveted to the spar before the skins, and I had just missed it. So, I emailed Van's support, but I was sure I had stumped them this time, and I was going to have to drill out all 48 of the top skin rivets.
Well, those guys came through again just like they always do, and sent me a picture of a small aluminum wedge that can be made and used to place the rivet puller at an angle away from the rivet centerline and still make the rivet fit properly. It worked like a charm, and I did not have to drill out any rivets. Thanks, Gus, you guys are invaluable!
