Drilled these, deburred and coated with Cortec and riveted all four, leaving the 3/16 holes empty for bolts/nuts in the future. Had to use the hand riveter, couldn't fit the gun in properly. Glad I don't have to do the whole plane by hand, although I'd probably look like Popeye afterward.
