Transfer drilled #40 and clecoed bottom left skin to the ribs. Started at the aft end of the stabilator and worked my way to the front. This guaranteed that any "bubbles" would disappear at the leading edge where the skin overlaps the forward spar (because this edge of the skin is not anchored down).
Prior to drilling, I clecoed the bottom left stabilator plate to the bottom right skin so that all would lay flat at the forward spar.
