With the Vertical Stabilizer horizontal on the table and supported by the jigging angles, clecoed the left and right top skins into position along the rear spar.
Moved the front spar until the edge of the top rib lined up with the edge of the skin. Verified that the bottom edge of the skin had an equal amount of overhang over the bottom rib (i.e. same distance overhang at front of VS as at rear of VS).
Checked through the pre-drilled pilot holes in the side skin to make sure that the rib centerlines were visible. I had to make a few adjustments with the fluting pliers so that all rib centerlines were visible.
Using "side grip" cleco clamps, I clamped the skin in place.
Drilled and clecoed the skins to the frame. I drilled #40 pilot holes in the ribs, and then followed up with a #30 drill.
