I'm jumping around a little here from section to section, but I'm trying to wait for another warm day to work on the canopy, so I can paint the frame and everything that attaches to it. For now I started working on the canopy latch. I was concerned that the hole would drift too much so I set up the drill press with a #40 drill and clamped the handle to a 2x4, then just letting it rest on the table (vertical and holding with my hand. It seemed to work well, so I went ahead with the #30, then #19. All worked out nicely. The countersink took a little while, but I just used my deburr bit and kept going to it was deep enough. I needed to complete the countersink before I could get the tap all the way down in the hole, but it all worked out.
