Secured aircraft and ran at idle until warmed up and ran up to full throttle. Could not obtain more than 1950 RPM. Confirmed tacho with NAS propeller tacho. Ran engine at various oower settings for approximately 45 minutes recording oil temperature, fuel consumtion rate, manifold pressure, CHT and EGT (on cylinder #5 which was the hottest cylinder),
