Stripped most of the protective coating from rudder skins. Portion that had been soaking in kerosene came off very easily. Lsft the remaining areas to soak under the towel.
Placed fin in position with clecos. Aligned forward rib of the fin with the mid and aft ribs. Riveted into position through the bulkhead. Removed each of the eight bolts holding the nupper brackets on, and applied Duralac under bolt heads and washers.
