I found that I already had a plastic pulley wheel (thanks again, Max!), so I installed it in the aluminum fitting. I had to enlarge the slot, first. It was too narrow for the pulley wheel. That took some time to cut on the band saw and then file and sand.
Installed the assembly on the brake handle (photos below).
