So with the backing plate solved I installed both the brake bodies on the gear. The hole in the tab on the axle assembly has to be up-drilled to match the larger diameter of the AN bolt that goes through.

The plans call for a clevis pin to attach the brake assembly to the gear tab. I was having a hard time getting a secure and tight fit that way, so I abandoned the clevis pin and used an AN4 bolt instead. It's a VERY rigid connection now.

I found on another person's web site, but NOWHERE in the instructions, that a minimum 1/16" spacer is needed between the brake body and the dust cover of the wheels. If you don't do this then 2 things will happen:
1. The brake pads (pucks) will be pushing hard on the rotor, keeping the wheel from turning.
2. The brake body will contact the inside edge of the wheel.

NOT good!

On the following page you will see I used a washer that I had left over from spacing the previous wheel assembly, to get the space I needed.
