The tips need to be cut to fit. In the 2nd photo you can see the cuts at each end. On the right, to clear the lead counterweight. On the left, cutting the back of the flange, which is otherwise too fat to fit in the trailing edge of the elevator.

Not as obvious is the rest of the flanges are cut shorter from end to end, since they have to butt against the flange of the rib inside. The edge distance from the holes in the fiberglass are pretty minimal. As others have done, I'm planning to add adhesive/epoxy to the fiberglass flanges when I rivet them, to make sure they stay in place.

This was al pretty simple. It just takes time. Like metal, you want to cut outside the line, and use the file and sanding block to get down to your Sharpie lines, until it all fits.

In the 2nd photo, the squiggles at the back of tip are where the fiberglass needed to be sanded down, or the fiberglass would be well above the metal of the elevator, making a visible "bump."
