The thin tool is easy to get through the holes, and gives you initial alignment. While holding the control surface steady, replace the thin wire tool with the 3/16" tool. Now you can work the bolt in from the side OPPOSITE the tool, essentially pushing the tool out, as the bolt gets pushed in. The best way I found to get the bolt in there was to use Gorilla Tape to hold the bolt head in the box end of a 3/8' wrench.

The thin tool is easy to get through the holes, and gives you initial alignment.

The 3/16" tool goes through, and gives final alignment.

DId the same for the rudder.
