After tightening the bolts on the phenolic blocks I found that the holes clampled down on the rudder pedal weld mounts. Everything was removed and the holes were made larger using a cylinder sanding block. Once sanded, grease was added and everything was torqued down to the correct values. The Rudder pedals move nice and easy with just a hint of resistance.
