Based on the recommendation of Rick Spriggle, I bought a two piece aluminum shaft collar from McMaster/Carr. The inner diameter is 1.25", which matches the front landing gear tube. This will be used to create a tow bar attach point. Matching holes were drilled on each side and the inside hole was countersunk to accept a MS24694-S106 Screw. Two aluminum 1/2" spacers were added and held in place with AN365-428A Stop Nuts.
