I didn't read the plans line by line. I was counting on the instructions to be step-by-step like those of the empennage. They are but they are much more cryptic. I built a little jig to center the countersink, drilled out all the screw holes, then drilled the rivet holes to hold the nut plates.
The correct way to do it is to drill the rivet holes, prime them, attach the nut plates, then drill the screw countersinks, then prime. The nut plate will hold the countersink in position to get a nice clean hole.
