Started by removing the plate with the fuel pickup/fuel gauge. It was obvious I wouldn't be able to get into the second bay from the first, so I cut a five inch round hold in the back plate. I ordered several plates and reinforcing rings in anticipation of having to cut another hole in the other tank.
