Started by drilling out the center hole in the baffle plates. Then used the lines on the brackets to drill the other holes. When everything was drilled out, I cleco'ed the brackets onto the ribs from the inside, then finished closing the skins. After everything was cleco'ed, put the tank on the wing and used the holes in spar to drill the holes into the brackets.
