There are a variety of ways to align the holes in parts like this. For all but the last few holes in each side, I chose to drill my rivet line in the part, mark the center of each bulkhead flange, and drill through my part holes into the flange centerline. That got tricky at the end of each long row where the angle of the part was changing rapidly due to compound curves. For the last 3 or 4 on each long row, I removed the top skin, drilled the holes in the panel and firewall, replaced the part and then used my hole duplicator for exact placement. I trimmed the front edge of the skin to 15mm from the panel front (25mm from the rivet line as specified). I'm really proud of the final product here. It is high visibility and it came out as near to perfect as I'm capable in my low budget airplane factory.
