Cleaned up the welding of the right side flange. Made a U shaped top piece from 0.025" sheet aluminum to go over the air filter to hold it down in position. The hold down piece will need to be at an angle to conform to the underside of the cowling top. The underside of the U piece will need filler to properly hold the air filter element in place. Mixed epoxy and micro-balloons for a filler. Put the filler into the U channel and placed it on top of the air filter. Held it down with a lead weight until the epoxy cures.
