This evening I worked on the panel again. I started by cutting out for the stack of radios. Again, I cut the hole smaller and enlarged with a file. S L O W work but it ended up looking nice.
Next, I cut the four holes for the last of the round instrument. I was concerned that it was going to make the panel flimsy... but it is still rigid. When the instruments are attached, it will be even stiffer.
