Brief Description:  Install NACA vents: cleco fwd fuse top parts in pl

Installed the NACA vents. Drilled #30 holes thru the vent flanges then match drilled to fuse sides. Used holes for clecoes to clamp the NACA vents while GE "Aluminum/Metal" silicone sealant cured. When the clecoes come out, will fill the holes with dabs of JB-Weld. I deburred the outside skin holes aggressively, so the JB-Weld dabs will make "no stress" rivets for the plastic vents. Can sand the rivets flush once the JB-Weld cures. The silicone is probably enough by itself to adhere the vents to the skin adequately, but what the heck, why not add a little insurance.

Fabricated the double plate and Al angle for the top center fwd fuse rib. Clecoed all three fwd top fuse ribs to the f/w (except center rib--no holes in the rib flange or the f/w, so these need to be drilled later once the superstructure is clecoed and aligned. Clecoed the subpanel parts and then the fwd top skin into place. Need to do this to set the distances for the instrument panel and the angles that attached it to the strucure.
