Cut all seat belt anchor flanges to size to match plan, probably overkill since not all flanges will interfere with other rivets and ribs. Per plans, drilled attachment holes in one of each pair of flanges. Bolted to lower bulkhead with center section bar and doubler in place and then clamped opposing flanges in in place with a 3/16 inch spacer for alignment. Back drilled flanges of seat belt anchors. Since the flanges ended up about 1/32 or so below the center section bar and looked as if they might interfere with the skin, I ground down the flanges to be flush with the center section bar. Located all related hardware and stored seat belt anchors and hardware for future uses.
