Brief Description:  Test fit of Rudder skin

I did a test fit of the skin to the ribs that Skeeter had aligned and drilled for me years ago. Everything fit together very well. I noticed at the top, however, that I forgot to test fit the other parts that are part of the changes that Skeeter recommended. I removed the skin and added these new parts and then reapplied the skin.

There are several changes identified by both Bede and Skeeter to the top of the vertical stabilizer and the rudder. The Bede PCN system was provided by Bede to note plans changes, and in this case, to identify a mandatory change to the vertical stabilizer. It was issued after several pilots reported that the top hinge area was weakening. PCN-12 added a VS13 doubler to the top of the rear spar to which the top hinge was bolted.

Also, Skeeter identified that the top rib of the rudder, R8, and the rudder skin were not strong enough to hold the steel bar to the lead counterweight. This top rib has attached to it a square cross-section steel tube to which the lead counterweight is attached at the other end. Skeeter's R8 Rib Modification plans mandated a change of the top rib, R8, from aluminum to steel. He also went a step further and added an internal aluminum doubler around R8 and the top hinge rib which ties everything together.
