As expected, I received the answer to my question to SPA this morning, clarifying the vertical alignment of the horizontal stabilizer rear spar, and they will be updating the BM to eliminate confusion.

The rear horizontal stabilizer spar and its mounts were match drilled after verifying the correct vertical alignment, then clecoed together.

The vertical stabilizer upper mount was positioned, match drilled, and clecoed to the fuselage (Image #1.)

The vertical stabilizer was set into approximate position, but would not move down far enough to properly align the mounting holes to the reference line on its upper mount There is an interference between the V.S. spar and the lower fuselage longerons, Image #2. I believe the fix for this (described on Tony Spicer’s website - https://picasaweb.google.com/tonyboytoo/) is rather simple, but I am checking with SPA to see if this is their approved solution.
