After getting help from an EAA member I got back on track with the cowl installation. I determined the best way to make the cowl fit was to cut holes in the bottom of the cowl to make the corners of the radiator fit. After cutting the holes I was able to move the cowl up high enough to meet the bottom of the top cowl. I mounted the bottom cowl with celcos and then trimmed the top cowl to fit. Sounds simple but it took a long time.
