I went to Lowes and purchased the flat MDF and Plywood pieces. I started building a new top frame using the same method as above, but I build it on top of a piece of the MDF scrap in order to ensure that the joints between the 60 inch 2x4 and the 21 inch pieces were level. Alternatively, I could have placed the two end pieces and then used string tightly strung between the two end pieces as a guide to level the three inner 21 inch pieces. Maybe on the next table.

I finished the top frame and then measured the MDF top to locate the places I would like to countersink for screws. I used a #10 countersink bit and screwed the top on using 1.5 inch coarse drywall screws.

I then added the legs and frame for the bottom shelf. The plans suggest that the frame be created for the bottom shelf then slid onto the legs. I did not do this. I put the sides on the table and then the 21 inch cross members between the sides. This worked OK but I needed to trim the plywood lower shelf afterwards as the legs were not perfectly square. It may be worth trying to build the frame first and sliding it on as per the plans next time.
