I needed to mount the center (removable) panel to the stationary panel because the clecos that were holding the panel assembly together would not allow me to fully install the center panel. So, I removed the clecos and back riveted the nutplates and rivets and also riveted the flange to the panel...and then installed it in place. I can still remove it as I cut the flange into two pieces and I will finish riveting the final few rivets when I am ready to permanently install the sub panel/panel
