I walked back thru the previous steps that I had been skipping thru after, "prime, if/as desired" and basically rivetted the lower portions of the tailcone bulkheads together. I also riveted the F-857E-R/L lnbd Seat Belt Bracket and F-857D-R/L Outboard Seat Belt Bracket together.
