Brief Description: Horizontal stabilizer

Attached both horizontal stabs with cables on a trial basis. Left stab is lower than the right. One supplied cable has a couple of wires cut around swage thimble and is unusable. What is the purpose of the hummertang? Why not just use longer cable?
