Step 2 requires the bulkhead to be fluted in four places. The material is thick and doesn't flute easily. I got cracks starting in two of the four locations following fluting. I contacted Vans Tech Support who asked me to file out the cracks with a needle file. The third photo is an example of the problem.
The Bulkhead and the Doubler are clecoed together and the Tail Skid also clecoed on using the two holes previously drilled in this from the template. This allows all of the remaining holes to be match-drilled in the Tail Skid. It was a bit awkward mounting and clamping this part in the pillar drill, but the finished job looks fine.
